Then the text will just show up as question marks ??? ??? ???
Most of the solutions on the net are really complicated ie go and change it via phpadmin and this sometimes does not solve the problem
The plugin which really solved the problem was the
UTF-8 Database Converter
after you install it you will find it under plugins on the left hand side dashboard
You could back up your db (but i just click convert and it worked fine ).
You can always get the back up database plugin and use that first (choose the database plugin wisely some may crash)
Done! your site should now allow multi lingual text
